Fiji halfback Brandon Wakeham received a one-game suspension after punching Ronaldo Mulitalo during Saturday's match, though Fiji's elimination means he will not serve it in the tournament.
The incident followed a melee after New Zealand winger Mulitalo was sent off in the 52nd minute for a shoulder charge on Ronald Philitoga.
New Zealand had beaten Fiji 78-0 on the Gold Coast, but the judiciary's Sunday ruling leaves the Kiwis without Mulitalo for their Rugby League World Cup semi-final.
The judiciary classified his tackle as careless and charged him with a grade-two offence.
Mulitalo will receive a one-game ban if he accepts an early plea, making him eligible for the final if New Zealand advance.
The Kiwis play either Samoa or Tonga in Newcastle next Saturday.
Mulitalo's absence would cost New Zealand a winger who has scored three tries and been busy contesting high balls.
