Dragons teammates Damien Cook, Mathew Feagai and Tyrell Sloan are also set to move to Super League, with Sloan joining Castleford Tigers.
The Daily Telegraph reports Josh Kerr will join Hull FC on a multi-year deal from 2027, after receiving permission to explore options despite being contracted to the Dragons for that season.
The 30-year-old attracted interest from Hull KR, Catalans Dragons and Castleford Tigers.
Kerr has played 135 NRL games across two spells with St George Illawarra and has been called up for Queensland in State of Origin.
A Dolphins junior, he reached the NRL after an NYC stint with Melbourne Storm and debuted against South Sydney in round two of 2019.
He played 68 games in his first five seasons and has represented the Indigenous All Stars for seven years.
After requesting a release, Kerr played for the Dolphins in 2023 and 2024.
His minutes declined as younger Dragons forwards impressed, and he missed the season finale against Parramatta.
Kerr will join Roosters premiership-winner Daly Cherry-Evans, who shares his management company.
The Dragons had hoped Kerr's release might help retain Sloan, despite Sloan signing with Castleford.
