In recent years, the Canberra Raiders have been actively recruiting some of the brightest young talents in the sport. Players like Ethan Strange and Savelio Tamale have been brought on board as the team seeks to position itself as a serious contender for the premiership over the next decade.

Hailing from Aberdeen in the Hunter region of New South Wales, Dowell comes to Canberra following a successful two-season stint with the Sea Eagles. During this time, he distinguished himself both on the field and among his peers, earning the 2025 Jersey Flegg Cup Players' Player award.
With his move to the Raiders, Dowell is eager to embrace the challenges ahead in his career. "I just love winning, so when I got an opportunity to go to the Raiders, I was like, that's a team that loves to win," he expressed. "I want to experience success there and they gave me a chance."
