Andrew Abdo left as NRL chief executive in July after accepting a position with Tennis Australia.
His departure preceded Saturday morning's unanimous agreement by NRL club chairs to install Peter V'landys as executive chairman.
South Sydney chairman Nick Pappas led the 30-minute meeting, according to News Corp.
The appointment is expected to be confirmed on Wednesday, giving V'landys control of the NRL and wider Australian rugby league competitions.
Clubs reportedly approved a three-year term.
V'landys received credit for restoring the NRL after COVID-19 disrupted the 2020 and 2021 seasons.
He also secured a historic television agreement worth more than $5 billion, finalised in July.
ARLC board member Peter Beattie said, "Peter V'landys is the best thing that has ever happened to rugby league,"
Beattie praised V'landys' innovation, energy and decisive leadership, saying the record deal prevented a slow decline.
