Peter V'landys has identified expanding rugby league internationally and growing participation as priorities in his new leadership position.
He has also raised the possibility of taking control of rugby league in England, after leaving his post as Racing NSW boss following 22 years.
Clubs, state bodies and the Australian Rugby League Commission ratified his appointment last week, making him effectively the NRL's chief executive and Commission chair.
For players, supporters and clubs, his position on the rules may be the most immediate development: V'landys says there is no intention to make further changes next season.
That stance effectively sinks a disputed proposal to change the kick-off rule.
