Samoa open their Rugby League World Cup campaign against France in Parramatta, then meet Papua New Guinea in Port Moresby and Tonga.
Francis Manuleleua and Jermaine McEwen made the squad after starring in Newcastle's run to the NRL grand final.
Hamiso Tabuai-Fidow, Brian To'o, Stephen Crichton and Spencer Leniu are also selected, with Leniu coming off his NRL grand final exploits.
Payne Haas misses out while undergoing hand surgery. The South Sydney-bound prop's absence has not left the squad short of talent.
Jarome Luai and Parramatta prop Junior Paulo will co-captain the side.
Roosters hooker Benaiah Ioelu is likely to share hooking duties with Jazz Tevaga, who won the Super League grand final with Wakefield last week.
Toa Samoa coach Ben Gardiner said, "One of the great things rugby league does is bring people together."
"As we build towards the first World Cup game, we want to thank all Samoans around the world for their ongoing support.
"Your blessings and prayers are welcomed.
"Whether you are in Samoa, elsewhere around the world, taking part in a parade or marching into the ground, we see you and thank you for your love and support."
