The Bears want their own Perth under-19s SG Ball team competing in NSW by 2029.
The plan forms part of a wider development strategy before Perth's NRL entry next year.
North Sydney and the Brisbane Tigers will field teams in underage competitions next season, strengthening the Bears' pathways across NSW and Queensland.
Alongside those links, the Bears have signed 15-year-old West Australian fullback Zane Murray to their first local emerging talent deal.
Announced on Tuesday, Murray's three-year elite contract includes a month with the North Sydney Bears pathways program in January before he returns to Perth.
Murray has won player-of-the-match honours in the past two NRL WA under-15s grand finals and represented Western Australia at the national school championships for two years.
Coach Mal Meninga said, "Growing the game in WA isn't just about bringing players in from other states. It's about finding and developing talent right here at home,"
"Zane is a perfect example of that.
"He's a young man with genuine ability and a real love for the game. We're excited to see him grow within the program over the years ahead."
Murray said, "I really want to see where I am at in terms of my physicality and fitness against the North Sydney boys. I am very excited about it."
