Perth's expansion Bears may have identified Latrell Mitchell as the marquee signing needed to reshape perceptions of their entry into the NRL.
Reports at CODE Sports say the club is monitoring his South Sydney contract and could offer up to $1.7 million annually from 2028.
Mitchell remains contracted to the Rabbitohs until the end of 2027, earning $1.1 million per season, but South Sydney is reportedly cautious about extending him.
The 29-year-old has played only 34 matches across the past three seasons, despite scoring 11 tries in his first nine appearances of 2026 after moving permanently into the centres.
A back injury then sidelined Mitchell again, creating a significant dilemma for South Sydney as it also prioritises rising star Tallis Duncan in current negotiations.
Perth could potentially strengthen its offer through salary-cap increases, third-party agreements and its corporate market, while a unique concession gives it first rights to contracted players seeking exits.
That arrangement could allow Mitchell to join before 2028, although an early move would require agreement between him and the Rabbitohs.
The Bears' 2027 squad includes Nick Meaney, Tyran Wishart, Toby Sexton, Harry Newman, Siosifa Talakai, Scott Sorensen, Josh Curran, Corey Horsburgh and Morgan Smithies.
Despite that experience under coach Mal Meninga, Perth has been tipped for the 2027 wooden spoon and questioned over its lack of game-breakers.
Mitchell's profile could provide the club's missing identity, particularly given his existing relationship with Meninga from their Australian representative years.
