Reece Walsh has been chosen to start against the Kiwis ahead of James Tedesco, this year's Clive Churchill winner.
Kangaroos coach Kevin Walters explained his reasoning for the selection.
Walters said all 23 squad members would play across the tournament's first two matches.
The squad list begins with Reece Walsh, Jack Bostock, Latrell Mitchell and Kotoni Staggs.
Tom Trbojevic, Cameron Munster, Mitchell Moses and Patrick Carrigan follow.
Harry Grant, Tino Fa'asuamaleaui, Jacob Preston and Liam Martin are next.
Isaah Yeo, named captain, is followed by Tom Dearden, Cameron Murray and Reuben Cotter.
The remaining players are Keaon Koloamatangi, David Fifita, Bradman Best, Blayke Brailey, James Tedesco, Sam Walker and Lindsay Smith.
