A covert, well-funded group from south-east Queensland is preparing a proposal to become the 20th team in the NRL for the 2029 season.
Last week, News Corp revealed that this second team might not be located in Christchurch, which currently has two competing offers.
The contenders include the Southern Orcas, based in Christchurch, and another team potentially based in Hamilton, following the introduction of the Perth Bears in 2027 and the PNG Chiefs in 2028.
Recent information from The Courier Mail indicates a bid team is operating in Brisbane's Logan area, with connections to the western region.
This consortium is believed to be assembling the proposal, having engaged with influential figures in the sport as they prepare for a formal bid.
They think that with sufficient funding, they can persuade ARL Commission chairman Peter V'landys to select their bid for the 2029 expansion.
Earlier reports suggest V'landys is likely to announce a decision around Christmas, which would give the new team time to garner support and recruit players before joining the NRL.
Whichever side in New Zealand or Queensland secures the bid will need to invest $100 million to enter the premiership and gain representation in the ARL Commission.
The new team will also forfeit its club distribution from the head office for the initial five years after joining.
