The Tigers made 85 more tackles while Canberra camped near their line for much of the opening half.
Craig Sandercock blamed the 10-5 penalty count.
"It was really frustrating," Sandercock said.
The defeat followed three straight losses that ended Wests Tigers' top-two push, despite only five wins across three seasons and two wooden spoons.
It was their first top-flight finals series in 15 years.
Temara, a 2021 Sydney Roosters premiership winner, could face them next Saturday if Brisbane beats Newcastle; otherwise, Gold Coast awaits.
