Jojo Fifita has committed to the 2026 World Cup but has not chosen whether to represent Australia, New Zealand or Tonga.
AAP reported that Fifita, Sydney Roosters centre Robert Toia and Gold Coast forward David Fifita were included in the initial 40-player squads of both Australia and Tonga.
"I have definitely decided to play in the World Cup but we will see who I play for," Jojo Fifita told AAP.
Born in New Zealand, he has Tongan heritage through his father, Pila, a former Tonga rugby union international, and has also represented Queensland in State of Origin.
Toia has told Tonga coach Kristian Woolf he is available to play for Tonga, having represented the nation once at last year's Pacific Championships before an injury.
"All three of those players have told me that they are available to play for Tonga at the World Cup," Woolf told AAP.
Australia coach Kevin Walters has not ruled Toia out, saying, "He's still available (for Australia). No-one else has told me otherwise."
Toia has played six Origin games for Queensland, while David Fifita has appeared in four Tests for Tonga, including at the 2022 World Cup.
Walters said David and Jojo Fifita were under consideration for Australia, and the nations are due to name their final 23-player squads on Monday.
