The PNG Chiefs are the likely destination for 2028, but News Corp reports that Brimson's salary is complicating a move.
The Titans pay him about $900,000 annually, and he cannot take less to join another club before his contract expires at the end of 2030.
The Chiefs are not prepared to cover his full salary, while it remains unclear whether the Titans would contribute to a 2028 transfer.
Brimson has permission to leave immediately, having been edged out of Gold Coast's fullback plans as the club backs Keano Kini.
His chances in the halves have also diminished with Zane Harrison, Luke Hanson and Jayden Campbell in the picture.
Although he has said he will play wherever the team needs him, fullback is his preferred position.
The Chiefs have already committed to Brian To'o, Alex Johnston, Joseph Manu, Zac Lomax and Jarome Luai for 2028.
With their salary-cap advantage from playing without tax, other clubs may be reluctant to help fund Brimson's move, and the Chiefs may struggle to afford $900,000.
