The PNG Chiefs have made Hudson Young a target, and the Canberra Raiders have approved a visit to the club's facilities.
Young will travel to Papua New Guinea with St Helens-bound Sean O'Sullivan before November 1, according to Code Sports.
Young has rejected multiple contract extensions during negotiations with Canberra in 2026.
The Raiders most recently offered him a four-year deal worth $4.4 million, keeping him at the club until the end of 2031.
September reports said the Chiefs would need to match the Raiders' $1.1 million annual offer, then considered Young's market value.
His assessed value has since fallen by $100,000, while the Chiefs have been willing to offer $900,000 per season.
Young, an Origin and Kangaroos representative, injured his Achilles in August and could challenge the assessment as the NRL reviews how its salary-cap auditor sets market values.
That review could bring his salary assessment down to $900,000, closer to the Chiefs' offer.
Raiders CEO Don Furner confirmed the permission to Code Sports.
"We had a chat. We want him to go to PNG and get back as quickly as possible. Yes, it's true, we have given him permission to go there," Furner told the publication.
"We want Hudson to be clear in his mind with the decision he will make."
