Scans revealed the problem earlier this week, but Penrith expect their halfback to play next Sunday.
Cleary will remain on light duties and do minimal kicking before the preliminary final.

Only 21 finals matches have been missed through injury, and no game has featured more than three absences.
Cleary, Yeo and Liam Martin have played all 20 finals, while Penrith's preferred spine has appeared in every preliminary final and grand final.
