Nathan Cleary's management says his health comes before contract negotiations as he works towards a full recovery from two surgeries.
The representatives have told Penrith that talks with the club, or any rival after November 1, are not currently a priority.
Several weeks ago, Penrith asked Cleary's management what figure he might seek if he were "hypothetically" open to offers from other NRL clubs.
Sources familiar with the matter, who were not authorised to speak publicly, said the Panthers have since been given that figure.
The sources said Cleary is in no rush to return to negotiations, adding that "the immediate focus is his health".
Cleary also praised his partner, Mary Fowler, for withdrawing from Matildas friendlies and travelling to Sydney to be with him.
