
Dylan Edwards is expected to handle Penrith's conversions against Newcastle after Nathan Cleary's foot injury restricted his kicking.
Edwards has kicked only once this season, while Cleary has converted at 85 per cent and averaged 513 kicking metres per match.
Cleary remains selected for Sunday's grand final qualifier, despite concerns about the injury suffered against the Sydney Roosters two weeks ago.
Penrith initially called it a stress-related bone problem in his right foot, but Nine reported that he could have a fracture.
"He's not good, but he's a tough kid and will just ride it out," a Panthers source told Nine.
Cleary is not expected to attempt conversions, and his general kicking could also be limited.
The Panthers have covered training areas with black tarpaulins and fencing while preparing for the Knights.
Jack Cole will partner Cleary instead of Jack Cogger, who returns from a three-game suspension in the number 14 jersey.
Mitch Kenny starts at hooker, with Freddy Lussick named among the reserves.
Cole has started all five of his appearances this year, averaging 125 kicking metres, while Cogger has played 16 matches, including six starts.
