Starting November 1, To'o will be eligible to negotiate with other teams, as he is set to be off-contract at the conclusion of 2027.
Reports suggest that his top choice is the PNG Chiefs, who are joining the league in 2028.
This interest is hardly unexpected, especially since his close friend Jarome Luai has already signed with the Chiefs and will leave the Wests Tigers at the same time.
