France, ranked 11th in the world, face NRL-loaded Samoa on Friday in their World Cup opener at CommBank Stadium.
Trent Robinson is assisting France coach Laurent Frayssinous as director of rugby.
English club owners are weighing NRL investment in Super League, which includes French sides Catalans Dragons and Toulouse Olympique.
Robinson backs the proposal, saying, "I think it would continue the progression of having a place at the table."
France, once a power in the 1950s and 1960s, remains short of international strength despite its Super League clubs; Samoa beat France 62-4 four years ago.
The country lost hosting rights after its government cited the costs of rugby union's 2023 World Cup and the Paris 2024 Olympics and Paralympics.
The Top14 salary cap is about AUD$18 million, compared with around $12 million in the NRL and nearly $4 million in Super League.
Robinson said league had gained respect in France over 24 years, and NRL involvement could strengthen its standing among rugby union circles.
