Phoenix Crossland was sent off in the 36th minute for an illegal hip-drop tackle on Nathan Cleary.
Cleary underwent emergency surgery for a severe compound fracture and dislocation of his left lower leg and ankle.
A pre-existing broken bone in his right foot had prompted Cleary's much-anticipated start from the bench.
Crossland's referral to the judiciary leaves his grand-final availability and hopes of representing New Zealand at the Rugby League World Cup uncertain.
Assistant coach Brett White said the club was working behind the scenes to determine how to handle the case.
White said, "Obviously, it's not an ideal situation for Phoenix."
He said the incident could overshadow the grand-final milestone during the week; Newcastle had received the 2025 wooden spoon.
White called Crossland "a real team person" and said he would support the team whatever happened.
Crossland has faced abuse since the incident, and Cleary defended him in an Instagram story.
