Owen Pattie is expected to retain Canberra's number-nine jersey, strengthening doubts over Tom Starling's future with the Raiders.
Pattie limited Starling to about 20 minutes per match late in 2026, while Shaun Packer and Mitchell Brophy are also being considered for greater opportunities.
Starling reportedly has an informal agreement allowing him to leave Canberra before the 2027 season.
Former player Bryan Fletcher said on SEN Radio, "What's happened with Tommy Starling? There's a bit of chat he's coming to Sydney,"
He added, "I'm hearing Manly Sea Eagles."
Jarrod Croker, who remains involved with Canberra, indicated Pattie would not be displaced soon.
News Corp later reported that Manly's pursuit could proceed if the Sea Eagles create salary-cap space.
Manly currently has only three vacancies in its 2027 Top 30, compared with nine for Canberra, and has little room under the cap.
A player swap could therefore be proposed, with Brandon Wakeham mentioned despite expectations he will sign a two-year extension.
Luke Brooks is another possible option, as he is expected to miss first grade in 2027 while Manly prioritises Joey Walsh's development.
Consequently, roster limits and finances have stalled Manly's interest in Starling.
