Jesse Southwell is set to make her first World Cup appearance at five-eighth, partnering Tarryn Aiken when the Jillaroos meet Wales on Sunday.
Makenzie Weale and Sariah Paki, who debuted last week, move into the starting forward pack, while Jess Sergis returns to the centres.
Julia Robinson has been ruled out for the rest of the tournament after dislocating her wrist against England; scans found ligament damage but no fracture.
Raiders back Sheridan Gallagher has joined the Jillaroos extended squad after Robinson's injury.
Coach Jess Skinner said: "We are sad to see Julia's injury has forced her out of this year's campaign, she has been in great form on the field and is a key figure and strong presence around the squad."
Skinner added: "However, we are excited to see Sheridan come into the Jillaroos to experience camp for the first time.
"She was a standout for the Raiders in their push to the finals this year and provides plenty of versatility and has been rewarded for her great season."
The 22-player team also includes Tamika Upton, Jaime Chapman, Isabelle Kelly, Abbi Church, Ellie Johnston, Quincy Dodd and Kezie Apps.
Its remaining selections are Olivia Kernick, Keeley Nizza, Keilee Joseph, Sarah Togatuki, Tiana Penitani Gray, Shaylee Bent, Olivia Higgins, Millie Elliott and Jocelyn Kelleher.
Skinner will coach the side in Sunday's Sydney triple header as the Jillaroos continue their build towards the finals.
