Wales have named Bulldogs captain Tayla Preston and Cowboys rookie Sian Williams in their squad for the tournament in Australia, New Zealand and Papua New Guinea.
Former Parramatta Eels forward Paige Travis has also switched her international allegiance from England to Wales.
England's 23-player squad, selected by Stuart Barrow, includes Sydney Roosters second-rower Jasmin Strange and Canterbury prop Hope Millard.
They are the first heritage-eligible players selected for an English squad.
Australian-born Strange qualifies for England through her mother and can also represent New Zealand through her father.
She has played for the Maori All Stars four times and will contest the NRLW grand final under her father, John Strange.
Her brother, Canberra five-eighth Ethan Strange, turned down an invitation to play for England while hoping to be picked for the Kangaroos.
Millard was born in England while her father was playing there.
Other NRLW players in England's squad include Newcastle's Georgia Roche, North Queensland's Fran Goldthorp and Canberra's Hollie-Mae Dodd.
International rules allow players to represent multiple tier-one nations-Australia, New Zealand and England-during their careers.
Players may also compete in State of Origin while representing any nation internationally, provided they meet the other Origin eligibility requirements.
