Freddy Lussick will start pre-season training with the Canterbury-Bankstown Bulldogs in November.
The 26-year-old hooker has signed a two-year deal with the club.
He has played 70 NRL matches across stints with the Roosters, Dragons, Warriors and Panthers.
Lussick featured in 20 games during the Panthers' run to this year's preliminary finals, starting all but three.
He scored four tries and averaged 34 tackles per game.
Bulldogs General Manager of Football Phil Gould AM said the signing addressed a need for greater depth at hooker.
"We recognised that we needed more depth at hooker and Freddy fills that void perfectly," he said.
Gould added, "He's a specialist hooker and will bring valuable experience to the squad."
