Canberra plans to present the most lucrative deal in the club's history to back-rower Hudson Young, who is also a target for PNG chiefs.
Sources familiar with the matter, who are not permitted to speak publicly, revealed on Thursday that the Raiders have raised their offer to $3.3 million across three years.
The club is eager for Young to sign before he becomes a free agent on November 1.
Young's manager, Sam Ayoub, is expected to arrive in the nation's capital within the next 24 hours, and club officials feel positive about reaching an agreement.
Previously, Jack Wighton was offered $4 million over four years but opted for less money when he signed with South Sydney.
However, Young's offer represents the highest annual value ever proposed by the club.
