James Tedesco will captain Australia for the first time since 2023.
The Kangaroos face Fiji in their second Rugby League World Cup match at Brisbane's Suncorp Stadium on 25 October 2026.
Sharks hooker Blayke Brailey will make his Kangaroos debut and become the 866th player to represent Australia.
The 2026 co-captain has made 185 NRL appearances since debuting in 2019 and played twice for NSW.
He was part of NSW's series-winning Origin side this year and joined Australia's 2025 Ashes touring party.
Brailey, Newcastle centre Bradman Best, Roosters half Sam Walker and South Sydney second-rower David Fifita are the four newcomers named in the starting side.
Fifita is set for his Test debut in jersey No. 11 after being named on the bench but not playing in Australia's 24-22 opening win over New Zealand.
Reuben Cotter will make his first tournament start in the second row, while Cameron Murray moves to lock as Isaah Yeo is rested.
Walters said the new selections had earned their chance: "We're very keen to see what some of the new faces in the team can bring. Each of them has earned the opportunity to pull on the Kangaroos jersey and they have a chance to put their best foot forward for the remainder of the tournament with a strong performance on Sunday."
