The Perth Bears are again without a chief executive after Anthony De Ceglie resigned on Friday night, having lost the backing of the club's board.
The NRL-owned expansion side is due to enter the competition as its 18th team in 2027, but its early establishment has been unsettled.
In April, football general manager David Sharpe, a close ally of coach Mal Meninga, left following a dispute with De Ceglie.
The board also brought in an expert to address the organisation's culture, almost a year before the Bears' first match.
Despite the latest upheaval, NRL chairman Peter V'landys dismissed concerns about further friction between Meninga and assistant coach Ben Gardiner.
V'landys said he expected the pair to work effectively together when the team's first pre-season begins next month.
