This amendment would allow players like Kelleher, her Roosters teammate Jasmin Strange, and Bulldogs co-captain Tayla Preston to compete for England, fostering a more competitive landscape for the 2026 World Cup.

Following a significant loss to the Jillaroos in March, England coach Stuart Barrow expressed his willingness to consider heritage players.

International Rugby League Chair Troy Grant plans to propose ensuring that the best available talent can represent England.

Currently, under existing eligibility rules, players cannot switch between tier 1 nations, including Australia, England, and New Zealand, which means Kelleher and others would have to relinquish their chances of representing Australia to switch to England.
