Nathan Cleary turned down an $8.4 million package from the Penrith Panthers, including his playing contract and third-party agreements.
After missing out on the halfback, the PNG Chiefs have identified Sydney Roosters No.7 Sam Walker as a target for their first NRL season.
Walker's management has confirmed mutual interest between the player and the new club.
He is due to leave the Roosters at the end of the 2027 season, but an earlier release could be possible if all parties agree.
The Chiefs will enter the competition in 2028, so any move would be for their inaugural campaign, with another NRL club needing to pay.
Chiefs coach Willie Peters told The Daily Telegraph on Friday: "Yes, he is someone we would look at,"
Peters said the club wanted players who were committed to its plans in PNG, adding: "But I have always said that we're looking at players who want to come over and play in PNG for the right reasons."
He said the halfback role was crucial and that the Chiefs wanted to find the right player for a competitive team.
