The NRL and RLPA have agreed that exceptional circumstances may let players challenge their salary-cap market valuations, NRL executive chairman Peter V'landys said.
The issue could affect Canberra Raiders forward Hudson Young's proposed move to the PNG Chiefs, who will enter the competition in 2028.
The salary cap auditor reportedly rejected the franchise's $900,000-a-season offer, assessing Young first at $1.1 million and later at $1 million.
Tax-free exemptions are expected to give PNG a significant recruitment advantage, while the valuation has complicated plans for its inaugural roster.
Young's season-ending Achilles injury could support a lower assessment, bringing it closer to the original offer.
"In saying that, we've discussed it with the RLPA - and we both agree - there can be exceptional circumstances." V'landys said.
RLPA CEO Clint Newton backed the offer, saying, "I certainly believe that if PNG want to pay him $900,000, that shouldn't be stopped,"
