The 14-day turnaround means he can be named, although he is unlikely to be fully fit or operate at full capacity.
News Corp reports that Cleary will at least surrender goal-kicking duties, with Dylan Edwards or Paul Alamoti expected to take over.
He may also reduce his general-play kicking, placing Jack Cogger in charge when he returns at five-eighth.
That adjustment could keep Blaize Talagi in the centres as another kicking option, despite Luke Garner's expected return.
