The NRL world was left in a frenzy after a jaw-dropping decision by the referees in a top-of-the-table clash on Thursday, leaving one NRL legend seeing red.

The game, dubbed the battle of the titans, was expected to be a real barnburner until it was all but decided by a soft penalty in the dying minutes.

In a heart-stopping showdown, the Melbourne Storm edged out the Penrith Panthers 24-22, putting them in prime position to clinch the minor premiership.

The game-winning moment came when Storm center Nick Meaney nailed a penalty goal in the 73rd minute, much to the delight of Storm fans and the despair of Panthers supporters.

The controversial penalty was awarded after Panthers' tough guy James Fisher-Harris was deemed to have tackled Storm playmaker Jahrome Hughes a tad late.

Both coaches were left scratching their heads at the decision made by referee Ashley Klein and Bunker official Gerard Sutton.

Meanwhile, Fox League expert Mick Ennis didn't hold back, labeling the final call as "really controversial" and "dubious".

As fans and pundits dissect the contentious call, one thing is for sure - this game will go down in the annals of Rugby League history as one of the most unforgettable clashes of the season.

And for those involved, it will be a bitter pill to swallow.
