Ash Quinlan has played eight Tests for the Kiwi Ferns and 42 NRLW matches before agreeing to join North Queensland for 2027.
The Cowboys have signed Quinlan for two seasons and Zali Hopkins for three.
Quinlan, 31, debuted for Parramatta in 2022 and helped the Eels reach that season's grand final.
She played for Canberra in 2023 and 2024, then spent 2025 and 2026 with the Bulldogs.
Quinlan also played four times for the Māori All Stars and represented the Kiwi Ferns against Fiji in their World Cup opener last weekend.
Hopkins, 24, made her NRLW debut for St George Illawarra in 2022 and played 38 matches across five seasons.
The former Dragons captain scored five tries and recorded 14 try assists, including a career-best six in 2026.
"Zali is a half with an outstanding kicking game, strong football IQ and the ability to lead a team around the park," Cowboys NRLW Head Coach Ricky Henry said.
Henry said of Quinlan:
"What I really admire about Ash is her competitiveness and her willingness to play direct. She brings confidence, experience and an attacking mindset that will complement the group."
