They spent much of the season in contention for the top eight, then overcame a late injury crisis to reach the grand final.
Newcastle fought hard in the decider but lost to the Roosters.
The club's projected lineup includes Kalyn Ponga, Dylan Brown, Sandon Smith and Phoenix Crossland, with young talent also coming through.
Given the squad's stability, recruitment for 2028 may be limited.
Holbrook and his recruitment staff will nevertheless need to keep improving the team and address suggestions that the Knights overachieved, as they seek to win the season's biggest club match.
