Penrith's Nathan Cleary was taken by ambulance from Accor Stadium after breaking his ankle in a first-half tackle during Sunday's preliminary final.
Newcastle hooker Phoenix Crossland was dismissed for the hip-drop tackle that led to Cleary's injury and referred directly to the NRL judiciary.
The match review committee did not grade the incident, indicating Crossland may face a lengthy suspension.
A suspension would rule him out of Sunday's grand final and the start of next season.
