Penrith's salary-cap strain puts Martin's future in doubt; he seeks up to $1 million a season.
A Cleary extension is expected in coming weeks, while Yeo is understood to have agreed terms.
Martin may wait until Penrith's cap position is clearer before deciding.
Cronulla is reportedly making room for him, with Briton Nikora likely to leave at the end of 2027.
The Sharks see Martin as Nikora's replacement, but retaining Teig Wilton would also affect their cap.
Canberra is another suitor after withdrawing its Hudson Young offer when he missed a pre-November 1 signing deadline.
Martin told 9 News: "I don't know. I'm open to it, obviously close to home and it's pretty interesting,"
He said: "The boys speak very highly of Ricky (Stuart), so I'd be really interested."
Martin added: "Penrith would still hopefully be my first option and work out a deal, but if not I'd be looking forward to it."
