The incident occurred when pamphlets bearing his likeness were distributed to fans parked near Accor Stadium.
The image depicted Cleary with a woman who is not his partner, Mary Fowler, alongside the text: "Way to go Blues! I knew this one had rizz! I'm taking this one home!"
The pamphlets were linked to a company marketing rugby league-themed car bonnet covers.
It has been reported that the firm did not seek permission from Cleary or his management to use the photograph, nor did they offer any form of compensation.
This unauthorized use of his image has left Cleary's camp concerned about his reputation and the potential implications of such misrepresentations.
