The NRL has created a significant obstacle for the Chiefs in their attempts to sign top players, casting serious doubt on Hudson Young's potential shift to PNG.
The Raiders star was expected to travel to PNG soon to explore the new franchise's facilities and negotiate a contract to join the league's 19th team.
Canberra has apparently offered $1.1 million to keep the NSW and Kangaroos standout, a deal that reportedly lacks any ratchet clauses, according to Code Sports.
However, ARLC chairman Peter V'landys supposedly told club officials on Wednesday that the PNG franchise must offer players their "market value" during a league meeting.
Young's potential transfer was cited as an example of a contract from the Chiefs that the NRL would not approve without mentioning his name.
Brent Read from The Australian mentioned that the Chiefs' proposed offer of $900,000 would likely be rejected, which has left PNG management disappointed.
"I don't think they are overly happy about it, Hudson Young was due to go to PNG in about two weeks... I don't think that trip will happen now," Read noted on NRL360.
"I don't think so, because at the moment their offer is not going to be acceptable. Why would you bring him there? It's a waste of everyone's time.
"Even if Young says 'yeah, I will accept the deal' the NRL is not going to register that deal anyway. I think they will now wait until November 1."
