Christchurch's One New Zealand Stadium, which opened in March this year, can hold 30,000 spectators for sport and 37,000 for concerts and other events.
Canberra Airport has proposed a similar roofed venue in the city centre, while ACT Chief Minister Andrew Barr wants it designed for AFL and cricket as well as rectangular sports.
The Christchurch stadium cost about $531 million, including earthquake-proofing, after replacing Lancaster Park, damaged in the 2011 earthquake.
The proposed Canberra site is on Lake Burley Griffin's north shore at Regatta Place, where some land is leased to the Catholic Church for the Catholic Archbishop's house.
The venue would sit beside the next light rail stage, which is already under construction.
It could replace 48-year-old GIO Stadium in Bruce, about 15 minutes from the city centre and home to the Raiders and Brumbies.
The venue's ageing condition has prompted calls for a replacement, including from Raiders coach Ricky Stuart, who criticised it in 2024 after fans encountered a "pungent aroma".
"The stadium administration are wonderful people. They accommodate us so well. They and Canberra deserve a new stadium."
Stuart also said: "It's absolutely crap they don't build a stadium to look after Canberra's people."
