Brisbane's 2027 changes elevate Dave Pallard to general manager and Troy Thomson to executive general manager.
The Broncos have hired Jon Clarke from Manly as head of performance, after he spent three seasons there working with Anthony Seibold.
Michael Maguire turned to Clarke to revive the squad after Brisbane's troubled 2026 title defence.
Clarke's performance work spans rugby league and union, including roles with Warrington Wolves, English Rugby and the British & Irish Lions.
He has played more than 350 Super League matches and is known for demanding fitness standards.
"JC has worked at the highest levels of rugby league and rugby union, and brings a depth of experience that will be valuable to the entire football program," Thomson said in a Broncos statement.
"He's respected for the standards he sets and the relationships he builds with players and staff. We're excited to welcome him to the Broncos."
Clarke will replace Pallard and plan an intense summer pre-season at Red Hill.
At Manly, coach Kieran Foran will bring back David Penna and retain Lachlan Croker and Jim Dymock for 2027.
